Sealed bids for construction of the Sylvan Circle Area Water Main Improvements for the Lynnfield Water District (Owner) will be received at the offices of the Lynnfield Water District, 842 Salem Street, Lynnfield, Massachusetts, until 1:00 P.M. prevailing time, on January 22, 2019, at which time and place said bids will be publicly opened and read aloud.
The scope of work includes construction of approximately 1900 linear feet (lf) of new 8-inch ductile iron (DI) water main to replace an existing 6-inch cast iron water main along Laurel Road and Sylvan Circle and associated service connections, hydrants, fittings, and other appurtenances. Temporary by-pass piping will be used throughout the project area.
The required contract completion period is 60 consecutive days exclusive of final trench paving.
Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS.
The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bond, and other Contract Documents may be examined at the following:

Contract Documents may be viewed and downloaded as a Portable Document Format (PDF) file free of charge at Accent Printing, Inc.. Copies may be obtained for a fee by completing an order online or by calling 978-362-8038 for each set. Completed orders may be picked up at the office of Accent Printing located at 99 Chelmsford Road, North Billerica, MA  01862 (978-362-8038), from 9 a.m. to 4 p.m. Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable. For addition to the project plan holder’s list to guarantee receipt of addenda, it is recommended interested bidders obtain the Contract Documents directly from Accent. Interested bidders will be prompted to register an email address with Accent to access the documents.
The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications.
All bids for this project are subject to applicable bidding laws of Massachusetts, including General
Laws Chapter 30, Section 39M as amended.
A community which receives MWRA LWSAP funds for a project under the Construction category of work should make positive efforts to achieve: (1) a minority employee work force hour goal of 10.00 percent, (2) a woman employee work force hour goal of 6.90 percent, (3) a goal of 7.24 percent participation of Minority-owned Business Enterprise(s), and (4) a goal of 3.60 percent participation of Woman-owned Business Enterprise(s) within project contracts.  At a minimum, the community should allow MBEs and WBEs the maximum feasible opportunity to compete for subagreements to be performed under this project. The community will not be required to include MWRA’s Supplemental Provisions for Equal Employment Opportunity, Antidiscrimination and
Affirmative Action Forms within its construction contracts/specifications or non-professional services contracts.
Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.
By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.
The Owner reserves the right to waive any informalities in bids and to reject any or all bids.
